摘要
目的了解上海市黄浦区公共场所的控烟状况,通过在公共场所现场观察收集相关数据,为了解地方性控烟政策、法规的执行情况提供依据。方法采用现场观察的方法,在黄浦区公共场所中选择医疗机构、中小学校、国家机关、餐饮场所等共78家,选择人流量较大的时间,以顾客的身份进入现场观察30min,收集相关数据。结果 78个公共场所中25家设有烟具,占32.1%;现场观察30min,有27个公共场所发现吸烟者,占34.6%。结论控烟工作还处于较低的水平,据2010年3月1日开始执行的《上海市公共场所控制吸烟条例》的要求还有很大差距,应加强公共场所的控烟宣传与执法力度。
Objective To find out the situation of tobacco control in public places in Huangpu District, and offer references for the carryout of regional tobacco-controlling policies and rules and the assessment of the situation of the implementation through collecting relative data in public places. Methods The people were selected from 78 departments in Huangpu District such as medical institutions, schools, state institutions and restaurants to answer the questionnaires. Investigators entered these public places as customers and watched the environments around for about 30 minutes at busy time to collect relative data. Results The rate of public places with smoking set was about 32.1%, 25 out of the total 78 places; the rate of public places where smokers appeared in the 30-mintute observing time was about 34.6%, 27 out of 78 places. Conclusion The implementation of tobacco control is merely cosmetic. The gap is quite large between the present tobacco-controlling situation and the objective of the Rules on Controlling Smoking in the Public Places of Shanghai implemented on March 1st, 2010. The advocation of tobacco control in public places should be highlighted and the law enforcement strengthened.
