摘要
目的了解上海市健康教育专业机构的人力资源现状,为健康教育机构的发展、建设及相关政策的制定提供依据。方法利用上海市健康教育机构统计报表作为数据来源,对本市区县以上的健康教育专业机构(共计19个机构)从人力资源、队伍建设等方面进行描述性分析。结果目前,我市健康教育教育机构共有专职人员179人,其中市健康教育所有专职人员81人,18个区县健康教育机构共有专职人员98人,每个区县平均(5.44±1.76)人。专业人员学历以本科为主(60.3%),专科为辅(24.0%),共占84.3%;专业以公共卫生为主,共80人(44.7%),包括公共卫生在内的医学相关专业人员总计102人(57.0%);专业技术职称以初级(43.0%)、中级(37.4%)为主,共占80.4%;市、区两级专业人员从事健康教育工作时间在5年以下的比例分别为45.7%和35.7%。结论本市健康教育机构网络健全,但专业人员不足的问题比较突出;队伍建设亟待提高,综合软实力建设有待加强。
Objective To analyze the status quo of human resources about Shanghai health education professional organizations,so as to provide the basis for the health development,construction and related policies of educational institutions in Shanghai.Methods Statistical reports of health education institutions and related survey were used in Shanghai in 2011 as data sources.A total of 19 professional organizations of health education were investigated in terms of human resources,team building.The data were descriptively analyzed.Results There were altogether 179 full-time workers in 19 health education institutions.A total of 81 of them were in Shanghai Health Education Institute and 98 of them in 18 district-level health education institutions,with an average of(5.44±1.76) persons each district.Those with bachelor degree account for 60.3% and those with associate degree 24.0%.Their specialty mainly focused on public health professionals(80 persons,44.7%),with a total of 102 medical-related professionals(57.0%).There were 43.0% junior professionals and 37.4% intermediate professionals,accounting for a total of 80.4%.Those working for less than 5 years accounted for 45.7% and 35.7% respectively in municipal and district-level health education institutions.Conclusion The network of educational institutions in Shanghai is improved comprehensively.However,we should solve the more prominent problem of inadequate professionals to strengthen team-building.
