摘要
监狱罪犯非正常死亡问题作为一项难题。应当从监狱管理制度、防控硬件机制、基层狱警观念、罪犯心理危机四个方面总结监狱非正常死亡现象存在的原因。加强监狱自身建设、创新监管方法加大投入、完善监狱管理立法力保稳定等防范监狱罪犯非正常死亡的有效措施,进而构建监狱目标管理制度、罪犯非正常死亡调查制度、罪犯非正常死亡国家赔偿制度。
Wrongful death is a difficult problem of offenders in prisons.We should summarize the causes of unnatural deaths in prisons from four aspects——the prison system,prevention and control mechanism,the basic concept of prison guards,and the criminal psychological crisis.At the same time,take effective measures such as 'strengthening the supervision of prison construction,innovating administration to increase investment,improving prison administration legislation to ensure a stable' to prevent criminals died of unnatural in prisons,thereby build objective management system,wrongful death investigation system,and the state compensation system for offenders of unnatural deaths.
