摘要
高等教育对社会经济发展有重要影响,高等教育的发展离不开资金支撑,在政府财政投入不足情况下,高校向资本市场获取资金支持已是普遍现象。目前,中国高校在金融领域的融资方式主要有银行贷款、校办产业引入社会资本、民办高校以及项目融资;然而,在利用金融支持的过程中存在诸多问题,严重影响融资效率和办学质量;对于这些问题,政府需要在执行好监管责任的同时转移职能,高等学校则需要调整自身营运模式,使在资本市场的融资变得更加有效。
Higher education has a great impact on the socio-economic development and it could not develop well without the financial support.With the shortage of financial investment from government,the colleges and universities would turn to capital markets for funding,which has been a common phenomenon.Recently,the major modes of financing that many Chinese universities have taken in financial area are bank loans,the introducing of social capital in school-run industries,the establishing of private colleges and universities and the project financing.However,many problems appear when they are utilizing those financial support,which harms the financial efficiency and school quality.In order to solve those problems,the government should dutifully implement their regulatory responsibility and transfer their functions in the same time.As for the colleges and universities,they need to adjust their own business mode to gain more efficient financing in capital markets.
