摘要
地方政府电子政务发展是政府职能转变的重要内容,研究地方政府电子信箱服务应对市民投诉对构建服务型政府具有重要意义。通过构建地方政府电子信箱服务发展模型,推导地方政府电子信箱服务应对市民投诉的机理与决策过程。研究发现:地方政府电子信箱服务应对市民投诉受资源禀赋影响明显,地方政府电子信箱服务链对地方电子政务发展引领作用明显,最后提出了相应的电子政务发展建议。
Development of local e-government is an important part of government functions transition.Developing the local government services using e-mail services to respond to public complaints is important in building a service-oriented government.In this paper,we developed e-mail services to build local government development model,derived local government e-mail response to complaints from the public service decision-making process and influencing factors.The study found: e-mail services responding to public complaints of local governments is affected significantly by natural resources;local government e-mail service chain plays a leading role in the development of local e-government.Finally,corresponding proposals for the local e-government development were put forward.
