摘要
近年来,各地公安机关雇佣大量辅警以协助民警处理相应事务,我国辅警制度正步入快速发展阶段。但从目前各地辅警队伍的发展状况来看,我国现今辅警制度仍存在较多弊端,且在实际运行中正逐一显露。诸多问题导致许多地方的辅警队伍建设陷入停滞局面,甚至为其今后的可持续发展埋下了隐患。在十二五开局之初,为了打开我国辅警制度发展的尴尬局面,基于辅警的发展趋向,有必要将辅警权力的规范行使、辅警权利保障及辅警职能的拓展放入到新时期辅警制度建设规划当中去。
In recent years,with the hiring of a large number of police assistants in some public security organs,the auxiliary police force system is entering the stage of rapid development in our country.However,from the current situation of the auxiliary police force system,this system has some shortcomings which already brought about many problems in the process of actual operation.These problems led to a stuck situation in the construction of the auxiliary police force,and even buried some hidden troubles for its sustainable development.At the beginning of the 12th Five-Year Plan,in order to defuse the embarrassing situation of the auxiliary police force system in our country,it is necessary to put the regulation of the auxiliary police's power,the guarantee of the auxiliary police's rights and the development of the auxiliary police's profession into the construction program of the auxiliary police force system in the new era.
