摘要
随着现代化和城市化建设步伐的加快,我国已经步入经济和社会的转型期,生产力发展的不均衡,公共安全保障基础薄弱与高速发展的矛盾越来越突出,各种不安定因素增多,导致各种突发事件的发生频率、速度和影响不断增加。社会的稳定和发展是社会主义现代化建设的客观要求,要保证社会稳定和发展,就必须对引发社会问题的社会偏离现象进行有效的预警,就必须对妨碍社会稳定和发展的社会问题加以防范和治理,治安预警系统是试图通过对引发或放大事件的各种社会成因施行监测、度量和分析,从社会现象的征兆做出评价和预测,并及时作出报警,指导人们有效地进行应对。
With the rapid development of modernization and urbanization,our country has been entering into the transforming period of economy and society,during which the development of productivity is not balanced and the problems caused by the conflict between the weak public security foundation and the high-speed development become more prominent,hence destabilizing factors increase.As a result,the frequency,speed,and influence of various emergent events are on the increase.Social stability and development are the objective demand of socialist modernization.To guarantee social stability and development,we should effectively warn against some phenomena triggered by the social problems in advance and bring the unstable factors to the society under control.The public security warning system attempts to monitor,measure and analyze the causes of various social events,and then make evaluations and forecasts from the symptoms of social phenomena to give instant warning and guide people how to deal with different situations effectively.
