摘要
中国工业化正处于中后期阶段,工业发展的主要目标是促进工业结构向高加工度和技术集约化方向转型。而结构转型中面临着技术约束、资源约束和工业产能过剩等条件约束。实施更加自由化的出口导向型贸易战略并辅以战略性贸易政策,不仅能够有效解决结构转型中的约束问题,还能促进高端制造业和高技术产业的发展,从而为实现工业结构的升级和工业产业的持续发展提供产业基础。
China's industrialization is being in the middle and late stage,and the main goal of industry development is to promote industry structure to high-processing and intensive-technicalization.But structure transformation is faced with restrained conditions witch are technical constraint,resource constraint,and industry excess capacity.The implement of more free export-oriented trade strategy which is supplemented with strategic trade policy,not only can resolve the restraint problems,but also can promote the development of high-end manufacturing and high technology industry,which affords the industry basis of industry structure upgrade and industry lasting development.
