摘要
虽然世界各国都在大力禁毒,但是全世界的吸毒人数仍在持续增加。禁毒,重的是打击贩毒者(卖方),但是在毒品市场上如果没有需求者(买方)即吸毒者,也就不存在供应者(卖方)即贩毒者。所以,打击毒品犯罪应当重减少需求。
Although drug is prohibited strongly at all over the world, drug addicts increasingly. The prohibition of drug is emphasised on crack down drug trafficker( seller). But if there is none demand(buyer) ,who called drug addict on the drug market, there will be no supplier (seller) who called drug trafficker as well. Therefore, start from demand reduction is the way to crack down drug crimes.
