摘要
经济增长会带来环境污染,但不同经济增长方式对环境的影响是不同的,而经济增长方式主要是由一个国家的政治和社会结构决定的。以城乡分割的社会结构、关系型社会结构、经济分权和政治集权的政治结构为框架,对环境污染进行了政治经济分析。研究结果表明:城乡分割的社会结构导致了有利于城市居民而不利于农村居民的环境政策;在经济分权与政治集权下,锦标赛竞争激励带来了经济的高速增长,但也带来了严重的环境污染和能源消耗;在关系型治理下,环境执法不严,公众参与程度不高。从城乡收入差距、政治体制、关系型治理三个方面提出了提高环境质量的建议。
Economic growth might bring about environmental pollution,but different modes of economic growth,decided by a country's political and social structures,will exert different effects on the environment.Built on such frameworks as the urban-rural dividing and relation-based social structure and the political structure of economic decentralization and political centralization,this paper analyzes the political and economic causes of environmental pollution,and the results indicate that the urban-rural dividing social structure has led to the environmental policies conducive to urban residents while detrimental to rural ones;in the economic decentralization and political centralization,the mode of championship competition has promoted rapid economic growth but also caused serious environmental pollution and energy consumption;under the relation-based governance,the enforcement of environmental laws is not rigid and the public participation is not high.In order to improve the environmental quality,this paper finally proposes some measures from the perspectives of urban-rural income gap,political system and relation-based governance.
