摘要
本文分析了公共部门信息中个人信息增值利用的所有环节,从信息前期处理,信息的采集、存储和发布到后期信息的增值利用方式和保障机制。针对我国目前存在的不足以及欧美优势,结合最新的信息技术、网络技术及信息安全技术,提出公共部门中个人信息增值利用的对策。
In this paper,we analyze the whole process of the reusing of public governed personal information,including the pre-process,collection,storage and reusing of information and the protecting methods.Aiming at the shortage of the personal information reusing in our country compared with US and EURO,we propose a countermeasure of the reusing of personal information governed by public sectors based on the newest information technology,network technology and information security technology.
