摘要
从制约权力的本原考察 ,以权利制约权力是制权之本 ;从制约权力的原则考察 ,以权力制约权力是制权之道 ;从制约权力的趋势考察 ,以法制制约权力是制权之势 ,而人大监督全面涵括了这三种制权方式 。
Investigated from the orgin of conditioning power, power should be conditioned by right, investigating from the principle of conditioning power, power should be conditioned by power, investigating from the tcndcncy of conditioning power, power should be conditined by law. While the supervision of people's Congress includes the three aspects of conditioning power, so it is the basic way to condition power.
