摘要
无过就是功的观念、考评机制不完善、权力范围不明晰、少数干部素质不高是产生权力无为的主要原因。要治理它,必须进一步规范领导者权力行为,健全考核激励机制。
Useless of authority results from these conditions,such as the idea that to do nothing is just progress,the unperfect mechanism of test,the i ndefinite scope of authority and the low quality of the minority cadres.
