摘要
群体性突发事件发生存在经济、政治两大方面的原因,要从根本上避免群体性突发事件,必须建立行之有效的事前防范机制,营造公平的社会环境,建立规范系统的保障机制,构筑理性的沟通和缓冲机制,改进政府工作作风。
Summary:There is two major causes to result in sudden group event.They are economic cause and political cause.To avoid sudden group event from the fountainhead,we should create an avoiding system before the event which is effective in practice.construct a equal social enviroment,build a systematic safegard system.construct reasoning communicating and buffering system,improve the working style of government.
