摘要
入世背景下,农民增收问题再次成为世人关注的焦点。现行的农业土地制度、城乡二元结构体制、财政体制 及税收制度、金融制度、基层政治制度和农村教育制度等弊端仍是影响农民增收的制约因素。适应加入WTO后 经济发展的需要,进行制度创新,彻底消除农民增收的制度性障碍是我国面临的一项重要任务。
Under the condition of entering WTO,the problem of Peasantry gains becomes common people's focus once more .The farming land system ,town and country binary composition system ,Public finance system and tax revenue system , Banking system ,The corrupts practice such as primary level political system and countryside system of education and so on currently in effect yet are the restriction element of Peasantry gains .Adapting to the needs of economic development after entering WTO,carrying on the system innovation ,and thoroughly removing the system obstruction of restriction element of Peasantry gains is a significant mission of our country confronted with.
