经济全球化发展的时代,人力资本已成为现代经济增长的第一推动力,而且知识和技术是经济全球化时代维持长期竞争优势的惟一要素,因为文化教育决定就业、决定居民收入水平的高低,文化教育更能提高居民的精神消费力,促进人的全面发展。
In the era of economic globalization, human capital has turned out to be the most powerful driving force to the growth of modern economy. Meanwhile, knowledge and technology remain to be the only element that helps to maintain the dominant position in longterm competition in the era of economic globalization, for couture and education determine employment and the level of the residents' income. What is more, they can also raise residents' spiritual ability of consumption and promote man's allround development.
