摘要
大学自治的正当基础在于确保大学对外能够在不受外力不当干预的情况下,按照学术与教育事务本身的自主规律性,自行组织教育、教学活动,实现学术提升与培育人才的目标,并得到国家强制力的保障。大学章程是大学办学最根本的规范性文件,也是大学制定各种规章制度的基础,应当以大学自治理念作为其核心。
