摘要
农村合作医疗还存在着制度不够完善、资金筹集困难、管理水平低等现实问题 ,在解决这些问题中 ,首先要明确这是一个国家责任问题 ,只有政府切实有效地工作 。
The system of the cooperative medical treatment in China’s countryside is imperfect because there still exist realistic problems of difficulties in raising money, low level in management, etc. In the course of solving these problems we should know that it is a problem of the state’s responsibility, and only the efficient work from the government can turn the responsibility into the gospel for farmers.
