摘要
２０世纪９０年代以来，西方国家的行政改革进入了一个新阶段。在自由至上主义和管理主义的影响下进行的“新公共管理革命”呈明显走向：政府职能市场化；政策执行自主化；建立企业化政府。
since 90's of 21 century, the reform of western come into a new stage. Based on the influence of the libertarianism and the managerialism, sestern countries go on 'new revolution in public management' which assumes evi dence tendencies: making the function of government into market; constituting the policy independence; establishing entr prising government.
