摘要
我国采取由部门牵头立法和制定法规的形式以及部门制定规章和政策 ,部门行业管理和事实上的部门所有制 ,构成了我国经济生活中特有的“部门主导现象”。在计划经济向市场经济转变过程中 ,“部门主导现象”对经济发展的危害极大。这既破坏了公平 ,又造成了低效率 ,扼杀了经济发展的创新能力 ,同时又形成不合理的利益差异。在计划经济中形成的“部门主导现象”,必须从改变部门立法、部门行业管理和部门所有制入手 。
In the course of the reverse from planning economy to market economy, the law established by department and “the phenomena of the administrative branch control ”has done a great harm to the development of economy. It has also done a great harm to the equity, efficiency and the innovative ability of economy, and this institution must be eliminated gradually in the course of the reverse from the planning economy to market economy.
