摘要
现行的投标报价,承包商是根据有关的预算定额和取费标准及政府造价管理部门公布的信息价所编制的。按编制工程概预算的方法编制的投标报价,不能形成建筑市场真正意义上的价格竞争,也不能满足最低评标价法的评标规则的要求,增加了承包商投标报价的风险。文章将承包商的投标报价成本分为不可竞争成本、有限竞争成本和完全竞争成本,根据成本参与竞争的刚性,建立了承包商投标报价模型,以指导承包商的投标报价。
Now the bid quoted price is drawn up by contractors according to some related budgeteering,charging standards and information price publicized by government.The bid quoted price by the method of engineering budget is composed of direct engineering fee,indirect fee,arranged profits,tax and unexpected fee.This composition cannot form the price competition of construction market,nor satisfy the demand of evaluating rules of lowest evaluating measures,but increase the risk of contractors.The author divides the cost of contractors into Non-Competitive Cost,Imperfect Competition Cost and Perfect Competition Cost,and establishes the bid quoted price model to direct the bid quoted price of contractors.
