摘要
问责制是对我国政府建设责任政府具有重要意义的一种创新做法,目前,尚处于行政性操作阶段。要使其能够持续规范,还需要走向程序性运作,使之成为制度。同时,要重视非正式制度环境的影响和作用。
Performance-audited system is a creative method for our government to establish responsible government,which is,at present,in the period of administrative operation.In order to make it become standard system,the procedural operation is needed.Meanwhile,we should attach importance to the influence and role of the informal system environment.
