摘要
苏南的改革实践表明,发展离不开地方政府的强力推动。随着苏南模式的发展,地方政府的职能开始转型。在新苏南模式中,苏南各级政府以放权、正位的方式释放和解放生产力,由原来站在一线直接组织管理经济的位置退下来,从竞争性领域和垄断性领域退出来,把直接管理经济的权力交还给企业。政府职能转向弥补市场失灵造成的缺陷。
The reform in the south part of Jiangsu province shows that there will be no development without the local government’s firmly propelling. With the development of the Su’nan Model, all-level local governments fully release and liberate productivity by laying down government authority and power, and hence reconstruct the government position. They give back the rights of administering economy to enterprises. Government functions turn out to be remedying the market failure.
