摘要
领导班子重大决策的科学性,在很大程度上取决于决策过程的民主性。地方各级党政机关应该在加强思想教育工作的同时,建立科学决策机制、改革领导干部考核制度和完善集体决策失误责任追究制度。通过增强干部管理制度的激励和引导功能,加强领导干部履行职责和坚持真理的自觉意识,提高领导班子重大决策的民主程度和科学水平。
The scientific level of leadership's major policy decision depends on whether the decision-making process is democratic to a large extent.Local Party and government organizations at various levels should,in strengthening ideological education,establish the scientific policy decision mechanism,reform the check-up system for leading cadres,and perfect the responsibility ascertainment system for the mistakes of group policy decision.It is essential to make the decision-making procedure democratic and scientific by taking effective measures.
