构建和谐社会是当前我国面对的伟大历史任务。作为系统工程,和谐社会的建设包括各个方面和不同层次。其中,信访和谐就是一个重要的组成部分。在信访和谐大格局的构建中,农村信访占据着关键地位。因此,充分认识农村信访在构建和谐社会建设中的重要意义,对实现农村信访的和谐和促进当前经济社会发展非常必要。
