摘要
反贫困已实施多年，虽然在一定程度上已消灭了贫困现象，但是新世纪仍然会存在着大量的相对贫困人口。本文以甘肃为例，试图从深层次分析贫困产生的原因，进而提出新世纪的扶贫战略。
Although the poverty has been eradicated partly,the fact is that there are many poor people in our country at present.In this article,the authors are trying to take Gan Su Province as an example and analyze the fundamental causes of poverty in order to solve the problem of poverty completely.
