摘要
历经五年的泛珠三角区域合作充分体现了政策酝酿、产生和执行的全过程,是一部进行"政策过程"研究的活字典,运用政策过程理论中的"不朽之作"——多源流理论,能够较好地分析泛珠三角区域合作的历程和进行前途展望。本文着重从多源流框架中的问题源流、政策源流和政治源流梳理了泛珠三角区域合作的过程,提出在泛珠概念被提上政策议程从而开启第一次政策之窗的基础上,应重新积累、寻找和创造新的"触发机制",再次打开政策之窗,促使泛珠三角区域合作更加成熟。
