摘要
从工程建设管理工作人员的角度,较详细地分析了工程建设过程中,决策层领导、设计师、预算编制单位、招标代理公司、施工方、建设方、监理公司、审计单位等各相关部门可能对工程造价造成的影响。特别指出了人为因素是造成造价难控的主要原因,需要相应的机制建设,形成相互制约、相互监督,最终达到工程建设合理造价的目标。
