摘要
湖南洞口、隆回两县的调查证实,目前农村孤寡老人在物质供养、生活照料、精神慰籍等方面严重缺损,社会支持乏力,基本生活难以保障。尽早建立农村孤寡老人最低生活保障制度是人性的呼唤,是社会公平正义的伦理底线。
