摘要
这次地方政府机构改革的任务重、难度大 ,为达到预期目标 ,必须突破政府职能转变这个关系 ,实现政企、政社、政事分开 ;抓好机关人员分流工作 ,妥善安排分流人员 ;理顺上下级政府之间以及部门之间的关系 ,调整行政组织机构 ;搞好各项配套改革 ,完善机构改革的制度基础 ;按照分类指导原则 ,因地制宜地推进机构改革。
For anticipative targets' sake of this organizational reformation that is quite tough and arduous,what we should struggle to achieve reads as follows:to change government function,to take governments and undertakings apart,to reduce the staff of the governmental organizations,to harmonize departmental nexus,to adjust administrative institution,to form a complete reform system,to carry out restructuring work in line with local conditions according to classified principle.
