摘要
针对招投标管理工作中存在的问题 ,提出规范招标人行为、充分考虑投标人正当利益。
Recommendations are proposed in the paper on the standardization of bidder's behavior,sufficient consideration on the proper benefit of the tender,prevention of pre-tender estimate from disclosing and stop of human factors from restricting the bidding process in view of the problems existing in the bidding & tendering management works.
