摘要
本文借用系统论、控制论、社会控制论的思想阐述了城市系统、城市规划。提出城市系统是一个控制论系统,城市规划实质上是它的一种自为控制方式,转型期处于失范状态的城市系统也可以用规划来控制其健康、有序地发展,并着重论及城市规划对自为控制的硬、软两种控制的利用,提出要完善法律、建立公众参与和社会调查制度、普及规划教育、善用舆论和社会评价。
This paper concludes that the urban society as an anomie system has one of its for-itself control means, urban planning. During the society transitional period urban planning can contribute to the steady development of urban system.
