摘要
阜阳疫情、汶川地震,在《政府信息公开条例》正式施行的前后区间里,呈现出截然不同的信息传播效果。其信息公开展现出不同层面的重要作用:信息公开是对公民(受众)权利的最大认可和尊重;是政府形象的软传播;信息公开是向国际社会展示国家形象的重要途径,三者依次推进,展现了信息公开价值的三重维度。
