摘要
从小康目标到全面建设小康社会 ,这是邓小平和江泽民两代领导集体对我国经济社会发展的阶段目标所做出的科学决策。实现全面建设小康社会的重要历史任务 ,迫切要求我们加快城镇化的进程。要以对农业产业结构的调整为主线 ,以对农村土地和自然资源的合理配置为基础 ,以对人力资源的优化培育为手段 ,加紧发展城镇二、三产业 ,解决城镇化的产业支撑问题 ,并对一产实行农场化管理和“农场主”经营。要大力发展农村基础教育和职业技术教育 ,实施科教兴农战略 。
