The operation of management & service supporting system is vital to the development of distance education. In a view of cybernetics, we find that this system, as a 'socialized function structure system' providing education with management, control and coordination, as 'an open system' far from balance, as 'a stable system' maintained by dissipating energy, and as 'a self-organizing system' forward into order and stability by non-balanced mutation, the managing staff can enable more energy to dissipate in the 'self-organizing' process supported by management& service system only using 'coordination theory' to reduce internal consumption to its minimum.
