摘要
在城市发展规划中,首先需要弄清楚城市自身的综合资源禀赋,并在城市竞争日益激烈的年代找准自身的定位,回避劣势,突出与强化优势,根据该事实判断谋划城市的发展走向。考量现有的各种有利与不利条件,作为历史文化名城和老工业基地城市的开封,应把在国内率先建成宜居城市作为自己的目标。其中,大力发展具有高度产业带动性的高端房地产业是其有力撬杠,努力发展文化和创意产业是实现城市更新和再生的战略选择。在这一过程中,政府应担负起宏观指导职能,提供优质的公共产品供给。
