摘要
高等教育发展应该是制度性发展。当前我国民办高等教育发展中存在的问题可以归结为制度问题,尤其是公共治理制度环境的不畅,直接影响了有志于民办高教的个人和团体的行为选择,这也是目前我国民办高校处于边缘、混乱境地的主要症结所在。因此,在当前市场经济体制条件下,要促进民办高等教育可持续发展、实现对民办高校的有效治理,迫切需要政府对公共治理制度环境进行优化与创新。
