在四川实施工业强省战略的过程中,成都市应充分发挥其作为"省府"和"西部中心"的独特优势,吸引一批大型龙头企业的"龙头"——企业总部。通过发展总部经济,带动工业强市,进而带动工业强省乃至西部大开发的试点建设。
