摘要
WTO规则要求市场经济国家建立统一、顺畅、无任何障碍的市场主体准入制度。然而,长期以来由于计划经济体制的影响和相关法律、法规的不完善,导致了目前我国市场主体准入制度存在着诸多弊端。因此,适应WTO规则,进一步改革和完善我国的市场主体准入制度乃当务之急。为此应完善登记管理法规,改革登记注册体制,放宽登记条件,降低登记成本,建立一个既符合现代企业制度要求,又与国际惯例合理接轨的市场主体准入制度。
WTO rules require that market economy nations shall build a unified, smooth and barrier-free market access system. However, for long period of time, due to the influence of planned economic system and the inadequate laws and regulations, there exist quite a few defects in China' s market access system. Therefore, it is an urgent task to further reform and perfect our market access system in accordance with WTO rules. The major measures include: improve registration and management laws and regulations; reform registration system; loosen the registrations conditions and lower registration cost. Thus a market subject access system can be built, which will not only meet the requirements of modern enterprises but also work in line with international practice.
