摘要
排污申报登记作为一项法定的环境管理制度,实践和事实证明,及时、准确的排污申报登记是法律法规的要求,是政府部门强化环境监督管理、对环境保护进行科学决策的基础,是排污者加强内部管理、促进经济效益与环境效益共同提高的有效途径。
That the one who exhausts pollutant should declare to register is a legal environment management system. Practice and fact shows that timely and accurate declaration to register of pollutant exhausts is the foundation that the government enhances the environment management and makes scientific decision to the environmental protection. It also strengthens the inner management of who exhausts pollutant and promotes economic and the environmental performances.
