摘要
事业单位经历了广泛但不深刻、不平衡的改革。事业单位改革起步于对企业承包制的摹仿,大多也止于此。行政执法类事业单位改革受制于行政体制改革滞后的影响。经营服务类事业单位在推动内部承包制的同时打破了行业垄断,改革取得显著进展。公共服务类事业单位囿于对“公益”的狭隘理解,长期阻止民间资本参与竞争性供给,使改革打着貌似市场的旗号,沿着从计划垄断向市场垄断的歧路推进,造成相关服务价格刚性攀升的“夹生化”改革后果。
