摘要
保障措施制度是世贸组织法律规则中至关重要的一项例外制度,被视为保证多边贸易体制稳定运行的“安全阀”。随着我国经济的发展,出口产品规模不断扩大,竞争力也日益增强,这势必造成中国出口产品越来越频繁地成为国外保障措施锁定的目标;另一方面,加入世贸组织后我国许多产业可能因外国商品和服务的冲击而遭受严重损害或威胁,正确运用WTO保障措施制度来保护本国经济利益是必然和必须的选择。
