摘要
面对公众与日俱增的公共服务需求,公安机关人民警察的公共服务职能的内容以及作用方式需要在理论上得到廓清。从公共经济学角度来看,警察公共服务的物品属性并不是一成不变的,这使得警察扮演公共服务的"引导者"的角色成为可能。公安机关应该在治理理论的指导下,重塑自身的角色,加强与政府其他部门、社区以及公众的合作,共同治理公共服务问题。
In the face of growing public security demands,the content and the mode of police public service function need to be clearly outlined in theory.From the angle of public economics,the attribute of public service is not static.This makes it possible for the police to play the role of 'guide'when delivering the public service.The public security organ should reshape its role,strengthen the cooperation with other government departments,communities and the public to solve the public service problems with the guidance of governance theory.
