摘要
目的 通过对山西省太原市迎泽区2013-2018年度卫生行政处罚案件的汇总和分析,为进一步提高基层卫生行政处罚工作能力提供科学方法和对策.方法 收集整理太原市迎泽区2013-2018年度办结的398个卫生行政处罚案卷,运用Excel 2007进行汇总和分析.结果 太原市迎泽区2013-2018年6年的案件查处中,一般程序处罚比例偏低,行政处罚种类较单一,以警告、罚款、警告+罚款为主,处罚金额多集中于≦1 000元,专业分布以公共场所卫生、医疗卫生和传染病防治为主.结论 行政处罚种类单一,专业延展不够,单纯“两证”执法现象突出.群众投诉举报日趋成为发现违法行为的重要来源.加强执法人员、协管员的培训是提高专业监管的重要措施.
Objective To provide appropriate methods and strategies for improving grassroots health administrative punishment work ability,we summarized and analyzed all health administrative punishment cases from 2013-2018 in ringze District,Taiyuan City.Methods We collected and summarized 398 files of health administrative punishment cases closed from 2013-2018.Use Excel 2007 to summarize and analyze the data.Results In the six-year cases。the proportion of general procedural penalties was relatively low,the types of administrative penalties were relatively single.The main punishment methods were warning punishment,fine or warning plus fine.The penalties were concentrated in≤1,000 yuan.The main subjects distributed in Public health,Medical care and Infectious disease prevention.Conclusion The types of administrative punishments were very limited,and the subject’s distribution was not extended enough.The phenomenon of single“two licenses”execution was very prominent.The complaints and reports of the masses were becoming an important source of finding illegal activities.Strengthening the training of officers and assistants was important measure to improve professional supervision.
