建立新闻发言人制度,对此最为关心的是社会大众,受益最直接的亦是。它满足了作为一名普通民众的信息知情权,标志着政府转变职能,转向服务型政府。新闻发言人本着为人民服务的准则,倾听社会诉求,与社会民众进行面对面交流和沟通。如今从中央到地方,各机关企事业单位、社会团体都建立了发言人制度,发言人不仅仅简单宣传政府的政策法规,更体现了政府行政职能的权威性与公关执行能力的完美结合。"新闻"二字凸显了发言人对于信息舆论的一种把握能力,通过发言人对事实信息的筛选使报道的新闻更有舆论引导力。
The establishment of the spokesman system is of great interest to the public who also benefit most directly from the system.It satisfies the public’s demand for getting to know relevant information,and marks the transformation of the function of governments which are becoming service-oriented.Based on the principle of"serving the people",spokespersons listen to the social demands and carry out face-to-face communication with the public.Nowadays,from the central to local levels,all governmental divisions,enterprises,institutions and social organizations have established the spokesman’s system.The spokespersons not only simply publicize the government’s policies and regulations,but also represent a good combination of the governmental administrative authority and its role on promoting public relations.
