摘要
人工智能技术正在构建一个以人、机器、信息为一体的有机数字生态系统,改变公共外交信息传播的法则与模式。在这一新的生态系统中,公共外交的成效将取决于能否以最优化的方式进行数据或信息的交换与传递,公共外交将从数字公交外交、数据公共外交迈向智能公共外交的发展阶段。目前来看,人工智能技术在公共外交领域最有可能的应用前景包括:建构智能国际舆情监测与分析系统、基于政治机器人的计算传播、人工智能驱动的沉浸式体验传播应用。同时,人工智能技术在公共外交领域的应用也存在挑战,包括:人工智能技术增加了社会信息系统和决策系统的脆弱性及风险性,大型技术公司等非国家行为体在权力结构中的上升,以及技术水准与实际应用的不匹配。
Artificial intelligence(AI) technology is building an integrated digital ecosystem combining human beings, machines and information. It is changing the rules and models of the information dissemination of public diplomacy. In this new ecosystem, the effectiveness of public diplomacy will rely on whether the data or information can be exchanged and transmitted in an optimized way. Public diplomacy will shift from digital public diplomacy and data public diplomacy to intelligent public diplomacy. At present, the most likely prospects of applying AI technology in the field of public diplomacy include the construction of intelligent international public opinion monitoring and analysis, automatic information dissemination based on political robots, and immersive experience communication application driven by AI technology. At the same time, there are also many challenges in the application of AI technology in public diplomacy, which include that AI technology increases the vulnerability and risk of social information system and decision-making;the rise of non-state actors such as large-scale technology companies in the power structure;and the mismatch between technical standards and practical applications.
