《第五阶层:智库·公共政策·治理》(詹姆斯·麦甘著,李海东译,中国青年出版社,2018年2月出版)一书概括性地界定了智库,并关注到美国智库和政府之间的"旋转门"现象,通过分析克林顿至奥巴马执政时期国内外重要政治议题的大量案例,阐明智库在市民社会中作为第五阶层,是如何连结知识和权力、民众和政府,并将研究成果和政治思想融入政府政策决策之中的。
The book The Fifth Estate: Think Tanks, Public Policy, Governance(written by James G. Mc Gann, translated by Li Haidong and published by the China Youth Press in February 2018) provides general definition of think tanks, and looks into the "revolving door" phenomena between think tanks and the government in the United States. By analyzing cases of important political issues both at home and abroad from the Clinton administration to that of Obama, the book sheds light on how think tanks, as the "fifth estate" in the civil society, connect knowledge and power, the people and the government, and how they integrate research outcomes and political ideas into the government’s policy-making.
