摘要
党的十九大报告正式提出实施乡村振兴战略,标志着我国农村发展进入了全新的时代。目前,沈阳市已全面开展乡村规划体系的构建,实现乡村空间规划一张图,由此全域村庄分类布局的研究成为规划体系构建的重要内容和基础保障。沈阳市村庄分类布局研究结合《沈阳市村庄布局规划(2019—2035年)》编制工作开展,全方位考虑乡村空间整体呈现"衰退"、农村发展方式粗放、村庄产业功能发育不健全、村庄历史文化资源挖掘利用不足等特征与问题,结合国家、省、市对村庄分类的要求,从城乡关系判断、"底线约束+发展引导"和村庄发展潜力评价等方面出发,充分考虑村庄发展的复杂性,根据沈阳市自身的特点,将每大类村庄进行细分,并制定具有针对性和可操作性的发展策略引导内容,全面提升乡村规划编制和管理的精细化水平,作为构建全域完整的国土空间规划体系、实现沈阳市乡村振兴的重要内容。
Rural revitalization as a national strategy has labeled a new era of the countryside development.Rural planning system has been under construction to realize one-map spatial plan of the countryside in Shenyang,and the study on the classified villages layout has become an important foundation for rural planning system.Based on Shenyang village layout plan(2019-2035),the paper studies spatial,functional,cultural problems of countryside and national,provincial,civic requirements,analyzes urban-rural relationship,bottom line restriction,development guidance,village potential etc,classifies major village types into detailed types and makes correspondent and feasible strategies,so as to improve village planning compilation and management.It is an important constituent of holistic national territorial space planning system for the realization of rural revitalization of Shenyang.
