基于风险评估技术的在役高速公路限速方案调整论证方法

摘要 近年来,人民群众对高速公路限速值偏低、限速值频繁变化、超速抓拍等问题反映强烈。交通安全与车辆行驶速度紧密相关,为确保安全行驶、提升通行效率,亟需从路网系统安全的角度,对在役高速公路限速问题开展针对性研究,优化高速公路限速调整策略,合理确定限速值。以此为出发点,立足路网环境和实际运营条件,提出了限速调整对在役高速公路交通安全风险影响程度的量化方法,建立了限速调整不增加系统交通安全风险的工作原则;采用交通安全风险评估技术,分析限速方案调整后交通安全风险变化情况,量化限速方案调整对交通安全的潜在影响,明确配套安全对策措施;建立了以保障行车安全为前提,综合考虑公路功能、设计速度、交通组成、运行状态、交通安全风险等级等因素的高速公路限速方案调整技术,明确了基于交通安全风险的限速方案制订原则,以及由统一限速和特殊点(段)限速,法规限速与建议速度相结合的限速技术体系,并应用于某高速公路,为在役高速公路限速调整提供了切实可行的方法。 In recent years, people have strong reaction to the problems of low expressway speed limit values, frequent changes in speed limit values, and speeding captures. Traffic safety is closely related to vehicle speed. In order to ensure safe driving and improve traffic efficiency, it is urgent to carry out targeted research on the speed limit of in-service expressways, optimize expressway speed limit adjustment strategies, and determine the reasonable speed limit value from the perspective of road network system safety. With this as the starting point, based on the road network environment and actual operating conditions, a quantitative method for the influence of speed limit adjustment on the traffic safety risks of in-service expressways is proposed, and a working principle that speed limit adjustment does not increase system traffic safety risks is established. By using traffic safety risk assessment technology, the changes in traffic safety risks after the speed limit scheme adjustment is analyzed, the potential influence of the speed limit scheme adjustment on traffic safety is quantified, and the supporting safety countermeasures are clarified. The speed limit adjustment technology based on the premise of ensuring driving safety, comprehensively considering the factors such as highway function, design speed, traffic composition, operating status and traffic safety risk level, is established. The principle for formulating speed limit scheme based on traffic safety risks as well as the speed limit technology system that combines uniform speed limit and special point(section) speed limit, legal speed limit and recommended speed are is clarified, which is applied to a certain expressway. It provides a practical method for the speed limit adjustment of in-service expressways.
