摘要
电子文件单双套(轨)制是电子文件管理的重要"非技术性措施"。从1995年起到2020年,档案机构作为研究主体之一,其角色经历了从旁观到搭档,再到主力的变化。变化客观地反映出档案机构从旁观者到主角的渐近过程,同时也反映出技术进步与应用普及对研究产生的影响。这种变化不会停止,还将随着技术进步与应用普及不断演进。只要电子文件与纸质文件同时存在,档案机构作为研究的主角之位就不会发生变化。
The single and double track system of electronic records is an important"non-technical measure"in the management of electronic records.From 1995 to 2020,as one of the main research subjects,the role of archives institutions has experienced the change from onlookers to partners,and then to the main force.The change objectively reflects the asymptotic process of the archives institution from the bystander to the protagonist,and also reflects the influence of technological progress and application popularization on the research.This change will not stop,but will continue to evolve with the progress of technology and popularization of application.As long as electronic records and paper documents exist at the same time,the position of archives institutions as the leading role of research will not change.
